Inspection Body
ACCREDITED INSPECTION ACTIVITIES
TINSA Ltd. is an accredited Inspection Body, type A and holds a Certificate of Accreditation No. 182 OKA, according to BDS EN ISO/IEC 17020:2012, issued by the Bulgarian Accreditation Service Executive Agency.
Scope of accreditation includes following activities:
- Geometrical parameters of the railway track
- Testing of Bridges
- Electrical Safety and Earthing

CONTROL OF GEOMETRICAL PARAMETERS OF THE RAILWAY TRACK
It is performed in a loaded state by the modernized track measuring laboratory “PLASSER & THEURER” EM-120, owned by TINSA Ltd.

The Track Geometry Measurement System is contactless, inertial with high accuracy in full compliance with the EN 13848 and the national rules.
System ensures following direct measured parameters:
- Track gauge;
- Longitudinal level of each rail individually;
- Track twists;
- Track position in plane;
- Track cant.
There are also parameters, based on algorithmes and additional estimations as:
- Quality index (Qi)
Results for each direct measured parameter are visualized graphically by the multigraph and, for the registered disturbancies, tables are generated.
Integrated systems for Quality Management (QMS), for Environmental Management and for Occupational Health and Safety Management (OHSMS), according to standards ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018, are developed, adopted and certified for the measurement activities of the Geometrical parameters of the railway track.

TESTING OF BRIDGES
Tests can be performed under static load, under dynamic load, or a cobination of both. Test results are for determining of the deformed and stressed state of the bridges and their suitability for normal operation.
The tests are performed by our own equipment, which has high accuracy and allows continuous data recording in real time, as well as work at night and in bad weather conditions.

ELECTRICAL SAFETY AND EARTHING
Static tests for protective provisions against electric shock are performed according to reqirements of the Standard EN 50122-1 and include:
- touch voltage;
- step voltage;
- rail potential;
- atctivation time of the circuit breakers.
The tests are performed by our own equipment, which has high accuracy and allows continuous data recording in real time, as well as work at night and in bad weather conditions.

NON-ACCREDITED INSPECTION ACTIVITIES
TINSA Ltd. performs additional inspection activities that are not in the accreditation scope of the Inspection Body:
- Rail Profile Measurement
- Clearance Profile Measurement
- Track Component Video Inspection
- Radar inspection of the track ballast

RAIL PROFILE MEASUREMENT
Rail Profile Measurement System measures the whole rail profile in real time. System works with the previously defined rail profiles and definition of the specicfic profile is also possible. The measurement exams the vertical and horizontal deterioration of the rail for the previously defined rail profile. The measurement accuracy is ±0,5 mm.
Test equipment is installed in the track measuring laboratory “PLASSER & THEURER” EM-120, owned by TINSA Ltd.

CLEARANCE PROFILE MEASUREMENT SYSTEM
Measurment of the position of the structures adjacent to the track with reference to the center of the track coordinates is performed by the rotary laser scanner with high accuracy, which ensures:
- Contactless measurement;
- 360° visual field without blind spots;
- Recognizing the dynamics of movement in curves;
- Continious data recording.
The tests are performed in real time with the movement of the track measuring laboratory. Using the previously defined clearance profiles, system ensures the registration of the conflict zones through:
- Kilometric position;
- Height position;
- Horizontal clearance.
The parameters of the overhead line – height and “zigzag” are also measured by means of the laser rotary scanner. Using the previously defined theoretical profile of the track ballast, places with a disturbed parameters are registered. The measuring range is within a radius of 20 m with measurement accuracy of ± 2 mm.
The laser equipment is installed in the track measuring laboratory “PLASSER & THEURER” EM-120, owned by TINSA Ltd.

TRACK COMPONENT VIDEO INSPECTION
Track Component Video Inspection System is designed to monitor the following track components:
- Rails;
- Fasteners;
- Joints;
- Ballast.
System utilizes a set of linear cameras and LED illuminators to create a continuous stream image of the entire track and its components in the specified measurement range. To identify defects in the elements of the track structure, system works with specially developed software, which allows automatic detection, identifying and reporting of defects.
The system is synchronized with other systems and displays information about:Системата е синхронизирана с други системи и визуализира информация за:
- Kilometric position of the defect;
- GPS coordinates of the defect;
- Speed of the track measuring laboratory.

RADAR INSPECTION OF THE TRACK BALLAST
The inspection of the track ballast status is performed by high accuracy radar system, which ensures:- Continuous measurement of the ballast thickness;
- Identification of zones with poor bearing capacity (eg ballast pockets);
- Distinguishing between clean and contaminated ballast;
- Detection of drainage problems.
The tests are performed in real time with the movement of the track measuring laboratory. System allows registration and identification of problems at a depth up to 3 m by:
- Kilometric position;
- GPS coordinates;
- Visualization.
